I guess that card should have the line
Return card to the box

As for your second question, I don't understand
Finish the island at this place. This is just the beginning of things. There is lots more to do.

Return card to the box, and put a new fog card
To have always a card at this place ?

That is not a terrain card, so
there is no fog card associated with it. Card 3 stays in play

The first card "001" call the card
"017".
This card "017" call the card "013".
I don't know wich card, we can see number "003" , but it isn't the card "017".

Do we have a mistake ?

Yes, they are blue cards, I have to fix that.
