It is clearly specified you use the cards in your hand for effects. Otherwise it wouldn't be specified if you could use any action card. Cards drawn from action deck have only the result area active, this is also in the rulebook if you can read carefully. Posted
Yes, it is in the rulebook where the action resolution is explained, specifically at step 3C.

No error. Groundshiver level is not your achievement but set by the scenario, so no reason why you should be rewarded. Higher groundshiver means you are later into the scenario, your character is stronger, so the action difficulty is upscaled accordingly.

Any fan-theories what area will this threat expand? Judging from the graphic it is a mountain area and it goes to the North. My guess it will be Gadalroc and the Sunset Mountains.

It happened to me numerous times that I couldn't find a card because I returned previously on the wrong place. E. g. I put 099 card behind the 100 divider (instead of before) or put somewhere else completely, for example card 234 to the place of 334, 105 to place 150 or similar number swaps. So when I can not find a card I check the whole game box, and I always find it.
