The back of one of the exploration cards makes reference to
card 707 however, that card doesn't seem to exist in the wave 1 box/shipment. I also can't find any reference to that card on google or in any of the forums?


Is this an update to the base game that is making reference to something coming with wave 2, or part of one of the expansions?

I'm not sure but it is probably a card that will serve as access to a new zone from the white box.
A player from KS1 indicated that the upgrade pack also contained "cards preparing the following" which is consistent with your note on your v2 box.

If I remember correctly, the card you mentions says
If you are using Phileas Fogg character take 707
.
Since no one can currently satisfy that condition, you would never need to take that (missing) card, so don't worry.
(Yes it will come in wave 2 expansion)
