Permantent event connected to a card with no ressources

I found a permanent event card that tells me to craft something. To do so I can lower the cost if I stand on a card with bamboo or stone resource but the terrain card that the permanent event is attached to does not have any resources. So, how can I lower the cost?

If I have cards crafted with the specific resource, can I use them to lower the cost of the action on the permanent event card?

I have never found any cards to put in my hand or craft that clearly provides me with resources?

So I can't grasp the whole rest thing...

I recently discovered a terrain card with a rest symbol on a brown background. In it the consequence was a blue cardsymbol with a -5 number in it.

My question. Can I take a rest action here just based on the terrain card or do I have to have an item/hand card with a restsymbok on a gray background on it and the terrain card in question is just to lower the number of cards needed to be drawn?

Whats the difference with actions on gray and brown background?
