Action Deck + Expansions

Awesome, so no need to worry if you start throwing them into your box :)

In the setup rules it states that the action deck should be made up of 35 common skill cards + 5 character skill cards (for each character taking part) + curse card + 4 "death is lurking" curse cards.

Now am I right in thinking that the expansions do not have any "common" skill cards? Because if they did, there would be more than 35, at which point what should you do?
